Формально тарифы платят американские компании, которые импортируют китайские товары в США. Фактически их оплачивают американские граждане, которые покупают эти товары внутри США. И лишь в некоторой степени потери из-за тарифов несут китайские компании, которые производят эти товары, т.к. они вынуждены снижать цены на них, чтобы эти товары оставались конкурентоспособными.
